MCI Moves to Regulate Commercial Use of Open Spaces Under 2026–27 Policy

The Metropolitan Corporation Islamabad (MCI) has convened consultations for its forthcoming Open Space Policy 2026–27, aiming to establish a regulatory framework governing the utilization of public open spaces by commercial entities. During a meeting chaired by MCI Chief Officer Dr. Anam Fatima, representatives from restaurant owners and their association discussed the proposed policy.

The intent is to balance reasonable commercial activity with public convenience, ensuring unrestricted access to designated open spaces and preserving pedestrian pathways, parking areas, and green areas. Under the new framework, no obstructions shall be permitted in open spaces, including stalls, counters, or displays that could impede pedestrian flow or access to essential facilities like parking.

Protected will be existing green areas and street furniture, while establishments that have altered designated green or open spaces may face restoration obligations. For instance, restaurants operating near the F-10 Markaz public sit-out area will be permitted to temporarily use their frontage for seating for two weeks, provided that pedestrian movement, public access, traffic circulation, and emergency routes remain unobstructed.

Post the temporary period, seating arrangements will adhere to the prescribed open-space and seating licensing procedure. Additionally, MCI Chief Officer directed the Directorate of Municipal Administration to advance towards a cashless, paperless, and contactless municipal administration. Applications for licenses and permissions will be processed through the designated National Information Technology Board (NITB) online portal.

Both MCI and restaurant representatives concurred on a strategy to safeguard public spaces while permitting commercial activities within the prescribed regulatory framework.
