Mahama gives Ayariga, Ahmed Ibrahim 14 days to submit resolution report on TMA-TDC impasse

President John Dramani Mahama has tasked the Minister for Works, Housing and Water Resources, as well as the Minister for Local Government, Chieftaincy and Religious Affairs, with crafting an administrative and operational framework. This framework is to delineate the roles, responsibilities, and working relationship between the Tema Metropolitan Assembly (TMA) and TDC Ghana Limited, all within a 14-day timeframe.

The directive, delivered in a letter dated August 28, 2026, was issued by the Secretary to the President, Callistus Mahama, in response to an ongoing impasse between the two entities. The letter emphasized that the framework must address five crucial areas: development permitting, infrastructure coordination, revenue obligations, information sharing, and dispute resolution, in addition to establishing periodic engagement between the TMA and TDC.

The ultimate goal is to formally distinguish the functions of the two institutions. The TMA is to retain its municipal and regulatory mandate, while TDC will focus on commercial property development and associated duties, with neither body permitted to assume or exercise functions legally allocated to the other. Government has granted the two ministers 14 days from the letter's date to convene the leadership of both TMA and TDC, reach an agreement on the framework, and present it to the President alongside a report on the resolution of any unresolved issues.
