General : Coroners Bill Expected To Be Tabled In Parliament Next Year, Says Azalina

KUALA LUMPUR, Sept 3 — The law minister, Datuk Seri Azalina Othman Said, announced that the Coroners Bill will be presented in Parliament next year. Initially planned for this year, the bill's timing was shifted due to the October 2027 Budget session. The legislation aims to create standard operating procedures (SOPs) and clearly outline the duties of coroners and other involved parties in managing death cases.

Azalina emphasized that the bill would complement existing inquest procedures and offer more precise guidance for implementation. She outlined three main objectives for the bill: establishing a clear legal framework, creating a structured, independent and transparent coroner system, and clarifying each party's responsibilities in cases of death.

Azalina mentioned that Malaysia's current inquest implementation framework, outlined in the Criminal Procedure Code, is insufficient for today's complex death investigations involving digital evidence, forensic analysis, and inter-agency coordination. The minister cited several high-profile cases, including those of Zara Qairina Mahathir, Muhammad Adib Mohd Kassim, Teoh Beng Hock, and custodial deaths, to highlight the necessity of an independent and thorough process.

The proposal for a permanent Law Reform Commission was also discussed, emphasizing that law reform should not be an ad hoc response to crises but a systematic process to ensure the legal framework remains relevant and responsive to current social needs.
