Ukraine to Introduce Yellow and Red Air Alert Levels

Ukraine plans to introduce yellow and red air alert levels, with yellow indicating potential drone attacks and red denoting threats from missiles, ballistic strikes, or large-scale attacks, according to President Volodymyr Zelensky on September 2. Prime Minister Serhii Koretskyi briefed the president on measures to counter Russia's evolving attack methods, particularly the use of drones to disrupt daily life and economic activities.

During yellow alerts, residents should be prepared for drone incursions, while red alerts would signify the risk of missile strikes, including ballistic and large-scale attacks. The General Staff, Air Force, and various government agencies will determine when each level is triggered, a process that will be reviewed weekly. Distinct siren sounds are being prepared for the two alert levels, enabling people to distinguish between the dangers.

Ukraine has discontinued sounding sirens a second time to signal the end of an air alert, instead relying on alternative warning methods. Zelensky instructed officials to specify geographic targets for alerts, ensuring warnings and restrictions are limited to areas under genuine threat. The government, military, local authorities, and emergency services will also establish criteria enabling public institutions, businesses, and certain facilities to continue operations during yellow alerts, though schools and kindergartens will maintain their existing restrictions.

The government and local authorities will revise requirements for shelter placement in urban areas, including the provision of mobile shelters. Koretskyi is tasked with preparing additional measures to support businesses in installing modular shelters and adapting their premises to the new safety guidelines. Kyiv's Syretsko-Pecherska, or Green, metro line will operate normally during yellow alerts, while city authorities are directed to increase the number of surface public transport vehicles to compensate for service disruptions on the Sviatoshynsko-Brovarska, or Red, line.

Authorities will also shorten Kyiv's curfew, although the new hours and the date of implementation remain unspecified. Other Ukrainian cities are encouraged to review their curfews based on security conditions and the needs of residents and businesses. Financial assistance for medical facilities to maintain services will be provided, and officials will conduct weekly reviews of alert procedures and protective measures.
