Suthra Punjab Authority launches e-challan system for littering in Lahore markets

The Suthra Punjab Authority (SPA) in Lahore has introduced an e-challan system to penalize littering in public places. This pilot project is limited to the city's 200 commercial markets and major roads, including The Mall, Jail Road, and Ferozepur Road. The authority's CEO, Shehryar Arif Khan, announced that 25 teams have begun the e-challan service, issuing warnings to those involved in littering.

The enforcement staff consists of 75 people, with 50 divided into two field and supervising teams. September is designated as a grace period for violators, with formal fines starting October 1.

Littering with burning tyres and waste will be dealt with severe consequences, including fines up to Rs500,000 and imprisonment. During the grace period, teams will educate violators on the consequences of their actions, emphasizing the need to avoid repeating the offense. The e-challan system was launched at a ceremony in Lahore, attended by the Deputy Commissioner and the SPA CEO.

The focus initially will be on educating citizens rather than imposing immediate penalties, but repeated violations will result in legal action and fines. The fines for littering range from Rs1,000 to Rs50,000, while burning waste can lead to fines up to Rs500,000 and imprisonment for up to two years. All fines must be paid through banking or digital channels, and cash payments are prohibited.
