CCTV, panic buttons, ban on curtains: Delhi tightens bus safety rules after teen gang-raped in Greater Noida

Delhi has implemented stricter safety measures for buses in the wake of a 16-year-old girl's gang rape on a sleeper bus from Greater Noida to Delhi. The Transport Department has emphasized the importance of prioritizing safety for women and children. Key provisions include mandatory installation of Vehicle Location Tracking Devices (VLTDs), accessible panic buttons, fire extinguishers, and first-aid kits on all buses.

Operators must park buses at authorized, secure locations, especially during nighttime. Curtains and unapproved window films covering bus windows are prohibited. Drivers and conductors must possess valid licenses, uniforms, and PSV badges. Bus operators are responsible for verifying staff before deployment. Drivers must refrain from driving under the influence of alcohol or drugs, and staff must behave appropriately with passengers.

Crews must report any incidents of harassment, molestation, or eve-teasing to the police and transfer the bus to the nearest police station or PCR van. The Transport Department also stressed the importance of buses having valid Fitness Certificates and complying with emission standards. Operators must ensure passengers board or exit at designated stops and bus doors remain closed while the vehicle is in motion.

The Transport Minister, Pankaj Kumar Singh, declared passenger safety as "non-negotiable" and promised enforcement drives. Violations can result in penalties, vehicle detention or impounding, and suspension or cancellation of licenses and permits. The safety measures were introduced following the gang rape of the 16-year-old student in Greater Noida on August 4.

Police arrested the driver, Kuldeep, and conductor, Sandeep, within four hours of the incident and recovered evidence from the bus.
