A total of 70,584 corruption complaints received against government departments in 2025; banks, Railways top chart

In 2025, government departments across India received a total of 70,584 corruption complaints, according to a report by the Central Vigilance Commission (CVC). The two sectors most frequently targeted were banks and the Railways, which together accounted for a significant portion of the complaints. Banks received 9,933 complaints, with 9,520 disposed of and 413 pending, while the Railways received 9,381 complaints, with 8,754 disposed of and 627 remaining under investigation, including 10 cases exceeding the three-month investigation period.

The CVC, which oversees these investigations, received 5,679 complaints in 2025 that were still under process at the end of the year. The Commission expects the Chief Vigilance Officers (CVOs) to complete investigations within three months. The CVC conducts periodic reviews to ensure the expeditious disposal of complaints pending with the CVOs.

Other sectors that received a substantial number of complaints included housing and urban affairs, with 6,531 complaints, and local bodies excluding the Government of National Capital Territory of Delhi (GNCTD), with 4,834 complaints. Local bodies included the Delhi Jal Board, Delhi State Industrial and Infrastructure Development Corporation Limited, Delhi Transco Limited, Delhi Transport Corporation, Delhi Urban Shelter Improvement Board, Delhi Tourism and Transportation Development Corporation, Municipal Corporation of Delhi, and the New Delhi Municipal Council.

The report also highlighted complaints related to specific government ministries and departments, such as the coal sector (4,118 complaints), finance (3,107 complaints), Delhi government (2,722 complaints), petroleum ministry (2,722 complaints), and human resource development (2,633 complaints). Other prominent complaints were related to road transport and highways (2,139 complaints), the Defence Ministry (1,410 complaints), insurance companies (1,894 complaints), telecommunication (1,469 complaints), and the Steel Ministry (1,023 complaints).
