Zelensky enacts NSDC decision on regions' preparations for winter

President Volodymyr Zelensky has approved a decision from the National Security and Defense Council of Ukraine, mandating preparations for the winter heating season. The National Security and Defense Council's decision, published on August 31, 2026, outlines the status of comprehensive resilience plans for various regions and the approval of a Comprehensive Resilience Plan for the Kyiv territorial community.

Ukrainian officials have been informed of the Prime Minister's report on regional progress and the likelihood of meeting targets before the 2026/2027 heating season commences.

The decision emphasizes personal accountability for non-compliance or delays in implementing the resilience plans. The Cabinet of Ministers is tasked with updating the plans, coordinating with the Kyiv City Military Administration and Mayor, and co-financing the city's resilience efforts. They must also support critical infrastructure operators and address damage to railway equipment resulting from Russian aggression through state aid, international funding, and simplified public procurement procedures.

Regional and Kyiv city state (military) administrations, along with businesses, must conduct emergency preparedness drills within a month, focusing on heating, electricity, gas, and water supply facilities. They are also required to boost backup power capacity for essential services by 20% before the heating season begins. Local authorities should maintain two weeks' fuel reserve, prepare apartment buildings for self-sufficiency, and equip them with independent backup power sources.

Heat and electricity companies must safeguard critical facility components and create stockpiles of equipment, spare parts, and materials for immediate repairs. Regional and Kyiv city military administrations will oversee the implementation of these measures, with oversight assigned to National Security and Defense Council Secretary Ihor Klymenko.
