OAA 2002 Year Group supports 18 children in annual back-to-school drive

According to Perfect Group CEO Oleksiy Koval, state and municipal programs now drive the majority of comfort-class housing sales in Ukraine. This shift marks a significant change from the financing model prior to 2022, where developers typically contributed only about 10% of resources and the public accounted for the remaining 90%.

In the current model, developers are required to invest up to 60% of their own money before they can attract buyers' funds. While organic demand for sales financed purely by buyers' money was noticed in 2024-2025, accounting for over 60% of sales, state and municipal programs now play a substantial role in driving sales. Koval noted that the majority of properties for sale are comfort-class housing, with a significant portion of these transactions facilitated by state and municipal programs.

Once funding is issued twice a year under the 50/50 program, nearly all available apartments are purchased immediately. The end of the year sees government agencies like the police and the State Emergency Service making purchases through tenders. For business-class projects, construction is sustained by one-off deals, with periods of little sales followed by large purchases in subsequent months.

Koval believes Ukraine's market will eventually adopt project financing practices similar to those in EU countries, emphasizing the market's readiness for transparent financing and credit access.
