Japan to Conduct First Nationwide Survey of Animal Cafes

Japan's Environment Ministry plans to conduct its first nationwide survey of animal cafes in September, responding to growing concerns over potential infection risks, injuries, and the welfare of animals kept in such establishments. These cafes, featuring interactions with exotic animals such as fennec foxes, otters, owls, and monkeys, have become increasingly popular in major cities like Tokyo and Osaka, with over 80 such establishments operating in the region alone.

The ministry's survey will examine factors such as the number of facilities offering direct animal interaction, the species they keep, hygiene practices, and the demographic of their customers. Current regulations require these facilities to prevent infectious diseases and injuries, including instructing visitors on safe handling and providing periods when animals are not on display.

Despite these rules, implementation varies, as evidenced by a 2025 WWF Japan survey of 25 facilities near Tokyo, which found significant discrepancies in safety and welfare practices. Only 12 of these facilities provided customers with advance instructions on appropriate interactions, and four detected pathogenic E. coli bacteria.

An expert on animal conservation expressed concern that prioritizing entertainment over animal welfare can lead to issues, such as animals being confined in small spaces unable to move away from unwanted human contact. The ministry's survey aims to inform potential on-site inspections in the next fiscal year, while experts emphasize the importance of improving animal welfare awareness among both facility operators and consumers.
