Hold power-sector managers to strict KPIs instead of privatising ECG – Ing. Quaye-Larbi

Ghanaian electrical engineer Ing. Hesford Quaye-Larbi has called for the implementation of stringent key performance indicators (KPIs) for managers of the country's electricity distribution system, rather than transferring control to a private entity. Quaye-Larbi believes that Ghanaian professionals are equipped to effectively manage the system when provided with clear performance targets, regular monitoring, and accountability.

In an interview on JoyFM’s Super Morning Show, Quaye-Larbi argued that a private operator would likely retain the existing Ghanaian staff due to the nature of the business, rather than introducing a foreign workforce.

While acknowledging that private-sector involvement could bring discipline due to the profit motive, Quaye-Larbi maintained that comparable results could be achieved if Ghanaian managers were provided with adequate accountability structures. He expressed concern over the lack of enforcement, poor work culture, and manager accountability that have hindered the efficient management of public institutions in Ghana.

Quaye-Larbi urged citizens to report illegal connections and other activities that contribute to commercial losses, emphasizing that the electricity system is owned by Ghanaians and should be treated as such.

He warned that revenue losses due to illegal connections and inefficiencies could eventually be passed on to consumers through higher tariffs, affecting everyone. Quaye-Larbi called for a collective effort from government, utility managers, employees, and consumers to reduce power-sector losses and enhance the performance of the electricity distribution system.
