Govt unveils measures to prepare for El Niño rains

The Kenyan government has outlined a series of measures to bolster the nation's readiness for the anticipated El Niño rains, which are expected to arrive between October and December. The Ministry of Interior and National Administration warned that the heavy rains could lead to flooding, drowning, injuries, deaths, displacement, disease outbreaks, and disruptions to essential services.

The government highlighted the potential for damage to roads and critical infrastructure, as well as losses in crops, livestock, and livelihoods.

Certain regions, including those in the Western/Nyanza and North Eastern areas, are expected to experience an early onset of the rainfall season. To tackle the potential impacts, the government has put forth a National Contingency Plan, developed jointly with various government agencies, humanitarian organizations, security bodies, and disaster management stakeholders. This plan emphasizes the strengthening of early warning systems and the capacity of agencies to respond to emergencies.

To prioritize preparedness efforts, the government has identified vulnerable areas prone to flooding and other heavy rainfall impacts. These priority zones include riverine and low-lying regions, coastal regions, highland areas prone to landslides, arid and semi-arid lands, and northern Kenya. Additionally, roads and transport infrastructure vulnerable to heavy rains in several regions have been mapped for targeted monitoring and preventive measures.

The government is also taking steps to clear and desilt drainage systems, culverts, and water channels to improve water flow and minimize flooding risks, particularly in urban areas. Choke points along drainage systems are being cleared by agencies such as the Kenya Urban Roads Authority (KURA). Furthermore, solid waste and garbage management initiatives, including Climate WorX, are being strengthened to enhance waste handling during potential emergencies.

Evacuation preparations, including identifying temporary holding grounds and monitoring water levels in rivers and other water bodies, are underway. Communities in high-risk areas are being educated about disaster preparedness, early warning information, and appropriate response measures through public sensitization campaigns. Pre-positioning of emergency relief supplies, such as food, non-food items, and medical supplies, is also being carried out to ensure quick distribution in the event of flooding or displacement.
