U.S. Treasury Secretary Scott Bessent and Russian Finance Minister Anton Siluanov convened at the G20 summit in Asheville, North Carolina to discuss potential ways to end the war in Ukraine. Lawrence reported that their conversation also touched upon the prospect of resuming economic cooperation between the two nations. However, Siluanov's attendance at the summit was met with objections from European governments, with Germany's vice chancellor and finance minister Lars Klingbeil and his European counterparts threatening to boycott the traditional group photo if Siluanov participated.

Despite this, Siluanov did not appear in the group photo, marking his first in-person attendance at a G20 meeting since Russia's invasion of Ukraine. The U.S. did not provide any prior notice of Bessent's meeting with Siluanov.
