SIGA proposes liquidation of Ghana Railway Company while GRDA absorbs employees

The State Interests and Governance Authority (SIGA) has recommended a significant restructuring of Ghana's railway sector, which includes the liquidation of the Ghana Railway Company Limited (GRCL) and the absorption of its employees by the Ghana Railway Development Authority (GRDA). This proposal is outlined in SIGA's 2025 State Ownership Report, which cites GRCL's ongoing financial, operational, and labor issues as the primary reasons for the change.

As part of the restructuring, GRDA would become a dual-purpose institution responsible for both developing and operating Ghana's railway system commercially. SIGA states that these changes are aimed at resolving GRCL's long-standing issues and creating a more streamlined and effective management structure for the railway sector.

The report also mentions GRCL's financial and operational limitations, which have led to service suspensions despite government efforts to expand and modernize the national railway network. Furthermore, SIGA highlights the 97-kilometre Tema-Mpakadan railway line, which began commercial operations under GRDA in October 2025. In addition to the restructuring, the government has implemented a phased support package to address salary arrears and carry out necessary infrastructure refurbishments within the railway sector.
