In the past decade, more than 40,000 reforms have been implemented by state governments across India, with Gujarat standing out as a leader in these efforts, according to Amardeep Singh Bhatia, Secretary of the Department for Promotion of Industry and Internal Trade (DPIIT). Speaking at the Vibrant Gujarat Global Summit 2027, Bhatia highlighted India's status as a fast-growing economy and an attractive destination for global investments, attributing this success to the collaborative efforts between the central and state governments.

Bhatia emphasized that the central government has established frameworks for decriminalization, while the deregulation cell within the Cabinet Secretariat works in tandem with state Chief Secretaries on sector-specific plans. Among these efforts, Gujarat has been particularly proactive in carrying out reforms. The state government of Gujarat has been instrumental in implementing a district business reform action plan, ensuring that these changes reach local levels while simultaneously expanding industrial infrastructure through initiatives such as the National Industrial Corridor Development Program.

In terms of incentives and global competitiveness, Bhatia pointed to the central Production Linked Incentive (PLI) schemes covering 14 sectors and Gujarat's 22 industrial policies. He noted that free trade agreements (FTAs) with countries like the European Union, the UK, EFTA nations, Australia, and Gulf states provide long-term demand and drive domestic industry to become more cost-competitive.

Bhatia stressed that quality is a crucial aspect of competitiveness, achievable through industry-led efforts. The Quality Council of India is working across four sectors at the cluster level to address quality inputs, standards, testing, and productivity.

Gujarat's Chief Secretary, Manoj Kumar Das, also addressed the conference, outlining the state's ambitious economic goals. Das revealed that Gujarat aims to build a USD 3.5 trillion economy. He reported that the state's GDP growth has averaged around 10 to 11 percent annually over recent years, excluding pandemic periods, with the current year showing even stronger growth momentum.

Das highlighted strong credit flows, with banks meeting six-month targets within four months, robust Goods and Services Tax collections, and increasing power demand.

To achieve the USD 3.5 trillion economy target, Das emphasized the need for accelerated growth.
