L’UE soumet ChatGPT, Reddit et Roblox à ses règles les plus strictes en matière de plateformes

The European Commission has placed ChatGPT, Reddit, and Roblox under its most stringent regulatory regime for online services, designating the U.S.-based platforms as "very large online search engines" (Very Large Online Search Engine) and "very large online platforms" (Very Large Online Platforms) under the Digital Services Act (DSA).

This classification places these American services directly under the Commission's supervision and imposes obligations related to assessing and mitigating systemic risks, particularly concerning minors, election integrity, and public safety. Non-compliance with these rules within a four-month period could result in fines up to 6% of a company's annual global revenue.

Online services with over 45 million EU users are subject to this stricter regime, affecting 28 platforms and search engines. The potential classification of ChatGPT has drawn particular attention since OpenAI announced the tool had 120 million users last year. However, the European executive has struggled to determine if OpenAI's product falls under the category of search engines or platforms.

The popular chatbot, regarded as a precursor to the current artificial intelligence revolution, is already subject to strict regulation under the AI Act, the European regulation on artificial intelligence. Reddit, founded in 2005, reported 57.2 million users in July, while Roblox claimed 46.6 million EU users. Joost Hagesteijn, Roblox's General Manager for Europe, stated in a press release: "We are proud to be the first gaming platform to reach this important milestone within the EU," adding that "security is at the heart of all our activities and we look forward to continuing our constructive collaboration with the European Commission."
