European Commission Revives Push for Encryption Backdoors in ProtectEU Strategy

The European Commission is once again pursuing the idea of implementing backdoors in encryption as part of its ProtectEU strategy. This internal security strategy, announced recently by the EU Commission, is described as a "vision and workplan" set to span multiple years but does not offer any concrete policy proposals. The EU's latest strategy focuses on six areas, one of which is "more effective tools for law enforcement" – a key area where online encryption is being targeted.

The strategy addresses online threats from hostile states, powerful criminal groups, terrorists, surging cybercrime, and attacks against critical infrastructure. In discussing potential measures to mandate encryption backdoors, the EU employs euphemisms such as creating roadmaps for "lawful and effective access to data for law enforcement" and seeking "technological solutions for accessing encrypted data."

While the EU claims to be working to protect cybersecurity and fundamental rights, the reality is that once a backdoor is implemented, it becomes accessible to all actors, including hostile states and non-state actors. The strategy also emphasizes increased intelligence sharing between member countries, strengthening the EU's Single Intelligence Analysis Capacity (SIAC) for anticipating security threats, and giving the EU's law enforcement agency, EUROPOL, more powers for cross-border and large-scale investigations, turning it into a "truly operational police agency."
