Woman fined for repeatedly banging ceiling over upstairs noise

A woman in her fifties has been fined and ordered to undergo a treatment program for stalking after repeatedly banging her ceiling with a backscratcher and contacting her upstairs neighbor about noise. The 55-year-old, named only as A, was fined 2 million won ($1,400) and given 40 hours of treatment by the Chuncheon District Court.

The court found that A's actions met the criteria for stalking under the Act on Punishment of Crimes of Stalking. The incident occurred over nine instances between March and May last year in an apartment complex in Chuncheon, Gangwon Province. A's alleged behavior included striking the ceiling with a backscratcher and using the building's intercom to complain to her upstairs neighbor, identified as B, a woman in her forties.

The issue of noise had been a concern since January, and despite A's repeated attempts to resolve it directly through the intercom, the problem persisted.
