Islamabad: The Securities and Exchange Commission of Pakistan (SECP) has unveiled a comprehensive digital investor onboarding framework to streamline access to the country's capital market. This initiative seeks to expedite the enrollment process for both first-time and digital investors by minimizing redundant verification procedures, simplifying documentation, and establishing clear timelines for account opening.
SECP Chairman Dr Kabir Ahmed Sidhu emphasized the importance of removing entry barriers and leveraging technology to render the investor journey more accessible and efficient. The framework, outlined in Circular No.19 of 2026, unifies the onboarding requirements for securities brokers, asset management companies, insurers, and other regulated intermediaries, thereby fostering a more consistent investor experience across the regulated financial sector.
Notably, the framework incorporates API-based straight-through processing and digital onboarding features, such as instant UIN issuance and the creation of CDC sub-accounts, thereby reducing the reliance on paperwork and manual intervention. To facilitate the streamlined onboarding process, applicants will be provided with unique tracking IDs, while any deficiencies will be communicated within the stipulated timeframe, accompanied by a written explanation of the reasons for rejection.
This framework aims to broaden participation in Pakistan's capital market, particularly among the youth, and aims to increase the investor base to 2.5 million over time.
