Rights-based Older Persons Bill backed by experts needed, govt told

The government's commitment to the proposed Older Persons Bill must embrace a rights-based approach, emphasizing senior citizens' rights, participation, and dignity, according to the Rotary Club of Damansara (RCD). This sentiment was reinforced by a consensus among legal experts, medical professionals, geriatric practitioners, and senior individuals sharing their experiences with ageing and caregiving.

RCD president Dr J Thaneemalai emphasized that ageing should be considered a national development priority, stressing the need for clear legal protections against abuse and neglect, regulation of private care homes, expanded caregiver training, age-friendly urban design, and mandatory safety audits. He also noted the necessity of a formal long-term care system, including home help, respite care, and rehabilitation services, as well as stronger financial and social support.

RCD advocates for treating ageing as a rights issue, not merely a welfare concern, emphasizing that caring for older persons must be enshrined in law, not reliant on voluntary goodwill. The government plans to introduce the Older Persons Bill in the fourth quarter of 2026, with Women, Family, and Community Development Minister Nancy Shukri previously stating that the legislation would promote greater responsibility within families and society towards the well-being of senior citizens.
