Government steps up efforts to fast-track Affordable Housing Projects

The Kenyan Government has intensified efforts to hasten the completion of affordable housing projects, addressing procurement delays and implementation challenges. Charles Hinga, Principal Secretary for Housing and Urban Development, revealed that the State Department had undertaken corrective measures to resolve issues related to procurement and implementation setbacks.

Hinga informed the National Assembly Departmental Committee on Housing, Urban Planning and Public Works that the Government collaborated with the National Treasury to overcome hurdles arising from the shift to the electronic government procurement system. This collaboration aimed to expedite the evaluation and award of tenders that had been delayed by the e-GP system.

The Ministry is also enhancing oversight and verifying the technical and financial capabilities of contractors before engaging them in projects. The State Department is taking additional steps to monitor projects that have fallen behind schedule, including closer cooperation with contractors and improved implementation tracking.

Hinga acknowledged the Government's commitment to strengthening oversight and building capacity within the construction sector to meet the ambitious goals of the affordable housing programme. While the Ministry expressed appreciation for the Housing Committee's support, it emphasized the need for stronger monitoring to ensure that corrective measures lead to completed projects.

The Ministry is also facilitating the acquisition of land titles for housing developments, addressing a critical issue that can impact project completion and occupancy. The Government is fostering stronger partnerships with county governments and municipalities to improve urban planning, infrastructure delivery, and the overall management of housing projects.

Hinga confirmed that the Ministry would continue working with Parliament and other government bodies to tackle implementation challenges and ensure the affordable housing programme delivers its intended social and economic benefits. Despite existing implementation hurdles, the Government remains committed to resolving these issues and delivering affordable housing to eligible beneficiaries, thereby transforming urban communities.
