Trump stated that the arrangement was made in consultation with Venezuela's acting president, Delcy Rodríguez, and that the private sector was also involved.

Trump claimed that the deal would more than double the size of US reserves, which were estimated at 46 billion barrels as of the end of 2024. These reserves include not only crude oil but also condensate, which is produced during the extraction process. In early 2024, US special forces captured then-Venezuelan President Nicolás Maduro and his wife, Cilia Flores, on accusations of "drug terrorism."
