Mediation framework & unit to help resolve neighbour disputes to be rolled out across S’pore from Sep. 1, 2026

Singapore will introduce new measures to help neighbours resolve disputes earlier and more effectively, starting from September 1, 2026. The Ministry of Culture, Community and Youth (MCCY), the Ministry of Law (MinLaw), and the Ministry of National Development (MND) announced this joint initiative. The enhancements include the expansion of the Mediation Direction framework and the Community Relations Unit (CRU) model across the entire country.

The Mediation Direction framework allows disputing neighbours to attend mediation before conflicts escalate, while the CRU model targets severe neighbour noise cases in both public and private housing estates. The CRU officers have legal powers to investigate and intervene when necessary. These measures aim to provide residents with more avenues to resolve disagreements amicably, focusing government resources on the most severe cases.

Building harmonious neighbourhoods is a shared responsibility, and these initiatives seek to foster better communication and understanding among neighbours.
