US citizenship applicants face renewed neighbourhood scrutiny under new USCIS guidance

The US Citizenship and Immigration Services (USCIS) has announced that applicants for US citizenship may now face scrutiny from their neighbours, colleagues, and community as part of neighbourhood investigations. These investigations, which took effect immediately, apply to pending applications from August 25, 2025, as well as those filed afterwards.

Investigators may gather information from acquaintances, landlords, employers, co-workers, business associates, customers, and others. The scope of investigation includes family background, social activities, employment, financial obligations, reputation, criminal history, international travel, and residences.

USCIS may evaluate an applicant's credibility, loyalty to the US, and respect for its Constitution. While the investigations are not applied to every applicant, the "Fraud Detection and National Security Directorate" decides on an individual basis whether an investigation should be conducted or waived. Applicants can submit character-reference letters, preferably from US citizens who are not family members, which may be considered in deciding whether to waive a neighbourhood investigation.

However, immigration attorneys note that USCIS officials might still speak to neighbours, co-workers, employers, and others.

For the Indian diaspora, which has faced prolonged green card waits, the additional review could introduce uncertainty. Stable employment, regular tax payments, and involvement in community activities or schools may help Indian applicants. Yet, the enforcement of this new guidance remains to be witnessed.
