Qatar welcomes first field verification mission of the Expanded Joint Verification Mechanism Plus (+EJVM) in Minembwe, Eastern Democratic Republic of the Congo

Doha, Qatar - Qatar has welcomed the inaugural field verification mission of the Expanded Joint Verification Mechanism Plus (+EJVM) in Minembwe, a region in the eastern Democratic Republic of the Congo, on August 24, 2026. This mission is a crucial step towards the full implementation of the Ceasefire Monitoring and Verification Mechanism, which was signed in Doha on October 14, 2025.

The State of Qatar emphasizes that this mission reflects the parties' commitments under the Declaration of Principles, signed on July 19, 2025, and the Framework Agreement, signed on November 15, 2025. It also highlights that the ceasefire monitoring structure is equipped to perform its duties on the ground when there is sufficient will and cooperation.

Qatar expresses gratitude to the Government of the Democratic Republic of the Congo and the Alliance Fleuve Congo-March 23 (AFC/M23) Movement for supporting the verification team's safe and unhindered access. It also praises the efforts of the United States of America, the Swiss Confederation, the International Conference on the Great Lakes Region, and the UN Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), as well as the Togolese Republic's accompaniment as the African Union mediator, and the overall support from the African Union.

Qatar anticipates regular verification missions across different conflict-affected areas, aiming to enhance trust between the parties and solidify a sustainable ceasefire. The State reaffirms its commitment to aiding the parties in adhering to the agreed-upon commitments and to pursuing further negotiations on the remaining protocols under the Doha Process framework.
