Pentagon policy chief tells NATO allies US wants European-led defense of continent

US Defense Policy chief Elbridge Colby addressed NATO members on Thursday, stating that the alliance must evolve and that he seeks input from allies as part of a comprehensive review of US forces in Europe. The objective, he emphasized, is to facilitate a greater European-led defense of the continent.

In June, Washington initiated a six-month examination of US troop deployments in Europe. During the past weeks, a questionnaire was dispatched to NATO members, encompassing a range of issues including defense spending, strategy, procurement, and support for US foreign policy goals. By November 6, the review is expected to generate at least four sets of options for Defense Secretary Pete Hegseth, preceding a December completion deadline, according to a document obtained by Reuters.

European officials have raised doubts regarding the administration's intentions for the review, questioning whether it serves as genuine consultation, a symbolic gesture, or a negotiating maneuver. Colby addressed these concerns during a meeting at NATO headquarters in Brussels on Thursday.

The US Under Secretary of Defense for Policy clarified that the review extends beyond specific sites and bases, encompassing the broader strategic posture. He stated that the review aims to foster a transition towards a more enduring and robust European-led conventional defense of the continent. Colby also acknowledged the progress within the alliance and reiterated the importance of consultations and engagement in the review process, affirming that "we want to hear from you."

Diplomats described the interaction with the Pentagon policy chief as constructive but preliminary. A NATO diplomat reported the meeting as "going pretty well and indicating that allied efforts and contributions to burden-shifting are underway." A European diplomat described the discussion as "mainly sounding out" and stated that "the overall message from Allies was quite clear: Europe is stepping up and unity is key. This was well understood, I believe."
