North Carolina congressman Edwards asks House colleagues not to censure him

North Carolina Representative Chuck Edwards has urged his fellow House members to reconsider a report from the Ethics Committee, which found him guilty of unprofessional and inappropriate behavior towards two female aides. The committee's report, released nearly three months after it began investigating Edwards, recommended his censure, a form of public censure reserved for conduct that doesn't warrant expulsion.

In a letter to his colleagues, Edwards argued that certain behaviors should not be conflated with sexual harassment. He wrote, "An affectionate friendship is not a sexual proposition. A gift is not sexual misconduct. A compliment is not sexual misconduct. Poetry is not sexual misconduct." The Ethics Committee disagreed, stating that Edwards was either oblivious to the impact of his actions or dismissive of it.

The committee's investigation, which came after nearly three months of inquiry, found that both women involved felt uncomfortable with Edwards' conduct. Despite leaving their positions at Edwards' behest, they cited his behavior as a primary reason for their departures. Edwards has consistently denied any romantic or sexual intentions behind his actions, yet the committee labeled his behavior as "beyond inappropriate."

The committee recommended censure, a punishment that communicates profound disapproval without expelling the lawmaker. Edwards, who was elected in 2022, abandoned his reelection campaign two days after the committee's recommendation. The investigation into Edwards' conduct occurred amid growing scrutiny of lawmakers' behavior towards female staff members, following the resignations of Democratic Representative Eric Swalwell and Republican Representative Tony Gonzales, both of whom faced calls for expulsion before they stepped down.
