Laikipia Assembly approves Moses Waweru as acting Clerk

The Laikipia County Assembly has officially voted to make Deputy Clerk Moses Gichuki Waweru the acting Clerk of the House. This decision was made at a special meeting on Thursday, August 27, 2026, following a motion outlined in Gazette Notice No. 13768, which was presented by Assembly Speaker Lantano Nabaala. Waweru's appointment allows him to manage crucial administrative and financial duties for the county.

The move comes as the Assembly works to set up and begin operating its County Assembly Fund account at the Central Bank of Kenya (CBK). Upon the special meeting, Speaker Nabaala explained that the Assembly needed an official, approved by the House, to manage the fund account. The regulations state that the person responsible for signing the account must first receive approval from the Assembly itself.

Nabaala noted that this requirement was brought about by new regulations from the Central Bank of Kenya, which were not applicable when the Assembly previously used the County Executive Committee Member for Finance and the Chief Officer for Finance as signatories. The Assembly previously relied on the county treasury to manage its finances, but the law was changed in early July to allow county assemblies to establish and directly handle their own funds.

This change was not due to any financial issues or delays, but rather to comply with the CBK's regulations that dictate the Assembly needs to designate its own signatories for fund accounts. With the approval, Waweru will take on the role of acting Clerk and signatory as the Laikipia County Assembly implements its new financial framework.

This development signifies a significant shift in how the county legislature handles its finances, providing the Assembly with greater autonomy over its financial operations.
