Gold Dealers in Pakistan Now Face Tougher FBR Money Laundering Law

The Federal Board of Revenue (FBR) has toughened anti-money laundering regulations for gold and jewellery dealers, precious-stone businesses, and real estate agents in Pakistan. The updated rules, issued on August 27, 2026, replace the term "Jewellers" with "Dealers in Precious Metals and Dealers in Precious Stones (DPMS)." Under the new definition, DPMS includes bullion dealers, jewellery sellers, and businesses dealing with gold, platinum, diamonds, precious and semi-precious stones, and pearls.

The existing Rs. 2 million cash transaction threshold remains unchanged, but the categories of businesses covered have been expanded. The FBR has also clarified the definition of real estate agents to include builders, developers, title transferring authorities, property brokers, and entities involved in property transactions. Businesses operating under the new DPMS category must retain records related to transactions, customers, or instruments involved in litigation for as long as the case is resolved or until the authority confirms that further retention is unnecessary.

Additionally, DNFBPs must promptly respond to requests from the FBR, law-enforcement agencies, and the Financial Monitoring Unit for Customer Due Diligence information and transaction records. These amendments aim to update and clarify the existing AML/CFT framework without entirely replacing it.
