Dubai's Uptown Motor City residents oppose paid parking plan

Dubai's Uptown Motor City residents are protesting a new paid parking scheme for visitors that property management firm Edacom aims to roll out on September 3 in partnership with parking operator Parkonic. The proposal has drawn criticism from those residing in the community, who argue they were not sufficiently consulted and express concerns over the Dh5 per hour charge for parking.

Edacom stated that they are implementing an automated, ticketless system aimed at boosting the efficiency and accessibility of community parking facilities. They gave residents a month's notice to prepare, but Pooja Wadhwa, a six-year resident, claims the August 4 notice did not offer enough time for consultation.

Edacom clarified that the new charges pertain to visitor parking only, with a 15-minute grace period before the Dh5 per hour fee is applied. Parkonic confirmed that residents' parking would remain complimentary, with spaces granted according to title deeds and existing community rules. The issue arises when residents with additional vehicles exceed their complimentary allocations; these individuals will need to pay either via the hourly rate or a long-term membership, which Edacom will distribute by September 1.

Parkonic also hinted at considering parking membership options. Edacom explained that the hourly fees aim to keep visitor spaces available for genuine visitors and retail customers, while enhancing traffic flow and overall parking management. However, some residents, like homeowner Janani Johnson, expressed skepticism, noting that long-stay and abandoned vehicles have previously exploited free parking.

Other residents said they see better parking management as necessary but doubt that paid parking is the appropriate solution.

Edacom assured residents that a portion of the revenue would be allocated towards offsetting service charges, though Ms. Wadhwa said no cost-benefit analysis was shared. Residents also advocated for softer terms, such as limiting charges to 8 am – 10 pm instead of 24 hours and waiving fees on weekends, so they're not financially penalized for parking at their own homes.

Ms. Johnson argued that charging does not necessarily eliminate misuse, but merely shifts the basis of entitlement from genuine visitors to those willing to pay.

Edacom stated they will monitor the implementation and remain open to further community feedback. "Our main goal is to maintain a well-managed, accessible, and secure community while balancing parking needs for residents, visitors, and retail customers," they said. The system will employ automatic number-plate recognition technology to monitor vehicles and enforce proper use of visitor spaces.
