Burnham’s summer reprieve gives way to a reckoning over his spending plans

British Prime Minister Andy Burnham, who assumed office in July, is set to face a critical test when parliament reconvenes next week. After a summer filled with measures that provided temporary relief to voters, Burnham must now navigate the funding challenges associated with his ambitious policies. His focus has been primarily on domestic issues, aiming to deliver a "circuit breaker" for the UK.

However, he must also honor the larger commitments he made at the start of his tenure, including a 10-year plan to reform social care and end rough sleeping in the country. Despite currently enjoying higher popularity ratings than his two closest rivals, Nigel Farage and Kemi Badenoch, Burnham remains acutely aware that his ratings could plummet if his policies alienate voters.

With a budget set for October 28, Finance Minister John Healey has pledged to adhere to fiscal rules, which include balancing day-to-day spending with tax revenues by the end of the decade. However, both Burnham and Healey acknowledge that there may be some flexibility within these rules, which could involve more borrowing for investment or possible tax increases, despite the Labour manifesto's promise not to burden working people.

Burnham's government faces significant challenges in funding social care, which economists estimate could cost billions of pounds annually. Additionally, they must decide whether to approve oil and gas drilling projects backed by the US, which could alienate some voters. The government also needs to implement the controversial decision of allowing serious offenders to leave jail early to alleviate prison overcrowding.

Burnham has faced pressure from both sides of the political spectrum, and as he enters this more precarious phase of his premiership, he hopes to garner public support by taking the right steps forward.
