On August 22, Malaysia implemented a framework known as FWCMS, restricting employers from hiring foreign workers through unregistered agencies. Four foreign recruitment agencies from Nepal, Bangladesh, Myanmar, and Pakistan have urged the Malaysian government to permit all registered agencies to recruit foreign workers into the country.

In a joint statement, the agency representatives called for a fair, transparent, and non-discriminatory access to the Malaysia Foreign Worker Central Management System (FWCMS), along with necessary oversight mechanisms. Any rules that grant exclusive access or preferential treatment to a select few private entities or recruitment agencies while restricting or excluding other registered agencies would raise serious concerns about fair competition, integrity, equal opportunities, and the rights and interests of migrant workers, they pointed out.

Previously, Malaysian employers could hire Nepalese workers through any registered agency in the country, but now they are limited to only 25 agencies listed in the FWCMS. Former Klang MP Charles Santiago questioned this move, calling on the Ministry of Human Resources to disclose the criteria used to select the 25 Nepalese agencies and the eligibility requirements they must fulfill.
