Baltic States Build Up Defenses Amid Rising Fears of Russian Aggression

European officials in the Baltic States are sounding the alarm over escalating Russian aggression, according to a letter obtained by RFE/RL. The letter, signed by Baltic European commissioners and sent to European Commission President Ursula von der Leyen, details a deteriorating security environment marked by increased airspace violations and drone incursions.

This follows a series of alarming incidents throughout the summer, culminating in CIA Director John Ratcliffe's surprise visit to Moscow in August to caution the Kremlin against escalating tensions with US allies, particularly the Baltic States.

While the Baltic nations have long advocated for defense against Russian malign activity and meet or exceed NATO's 5% GDP defense spending target, concerns have emerged over the adequacy of their preparations. NATO member states have pledged and initiated $14 billion in defense and security investments for the region, and the Baltic states are at the forefront of adopting cutting-edge technologies.

However, financial, technical, and legal challenges persist in implementing measures such as a "drone wall," a proposed EU-funded system to detect and shoot down unfriendly drones.

Negotiations over the upcoming EU budget have revealed tensions, with the European Commission proposing a $145 billion fund for security and defense investments but several net contributors, including Germany, expressing reservations. The letter emphasizes the urgent need for visible and timely action, including enhancing rapid response capabilities, establishing regional stockpiles for essential goods and civil protection assets, and bolstering preparedness against hybrid, cyber, sabotage, electronic, and information threats.
