A special session plan for delimitation Bills? Congress chief’s letter to PM

Mallikarjun Kharge, the Congress president and Leader of Opposition in Rajya Sabha, has written to Prime Minister Narendra Modi regarding potential plans for a special session of Parliament to pass delimitation Bills. Kharge questioned the delay in proroguing the Monsoon Session of Parliament and inquired whether Union Home Minister Amit Shah was still seeking a two-thirds majority to pass the Constitutional Amendment Bill on delimitation in a special session.

Kharge reiterated his request for an all-party meeting to discuss the government's delimitation proposals, emphasizing the need for all political parties to study the proposals thoroughly before introducing them in a potential special session.

The Congress maintains its stance on maintaining the current Lok Sabha strength of 543 for another 25 years and preserving the existing state-wise representation in the Lok Sabha for the same period. They also propose introducing a one-third reservation for women from the 2029 Lok Sabha elections. Kharge urged Prime Minister Modi not to "bungle" the process again, as they had done on April 16 and 17, 2026.

Parliamentary Affairs Minister Kiren Rijiju hinted at the possibility of another Parliament sitting, stating that the Monsoon Session has not been formally prorogued and the House can be summoned again without closing the existing session. Rijiju expressed openness to scrutiny and indicated that they would know the next steps when the time comes.
