President Donald Trump has forwarded an agreement with Saudi Arabia for civilian nuclear program development to Congress for review, according to sources within the administration. The document, which was submitted on Monday, adheres to the Atomic Energy Act requirements. However, Trump insists that the pact will not proceed unless Saudi Arabia normalizes relations with Israel, as detailed in the Abraham Accords, a recent diplomatic initiative.

The agreement was inked last month between U.S. Energy Secretary Chris Wright and his Saudi counterpart, but Trump's insistence on the normalization of relations with Israel has cast doubt on the pact's viability. The administration has not confirmed whether Trump's demand is explicitly included in the classified document submitted to Congress.

Under law, Congress has 90 days once in session to review the agreement, after which it can become effective without a vote from either chamber if Congress fails to pass a joint resolution rejecting it. This particular nuclear pact is unusual in that its entire contents are classified, in contrast to previous civil nuclear pacts which have been made public, though they often include classified annexes.
