South African government disburses R498 million in reparations to apartheid victims

South African Minister Mmamoloko Kubayi disclosed that R498 million has been distributed in reparations to 21,000 apartheid victims, as part of implementing Truth and Reconciliation Commission (TRC) recommendations. In 2003, regulations were published for the payment of one-off reparation grants to 30,000 victims, and 21,676 individuals were identified as victims.

As of August 20, 2026, 17,560 of these victims had applied for the R30,000 grant, totaling R490 million paid. Kubayi informed the National Council of Provinces that 4,216 people who had not applied for the grant have been notified through multiple channels, allowing next-of-kin to come forward. The minister emphasized that significant progress has been made in implementing TRC recommendations, and her government aims to ensure closure for South Africans.

Regarding educational support, 21,676 beneficiaries from Grade R to Grade 12 and 2,010 higher education students have received assistance, while about 17,000 families received a once-off grant for reburial. The government is working on the remaining medical benefit reparations and supporting community rehabilitation projects, with 16 projects identified for December.

Additionally, the minister addressed the launch of inquests, with 151 currently ongoing, seven on the court rolls, nine reopened, and 10 finalized. Support includes legal services, transportation, and accommodation for affected families attending inquests, even if victims' remains were exhumed abroad. The EFF's Khaya Ceza criticized the government for delays in exhumations, housing, and educational reparations, despite bureaucratic hurdles.

Kubayi confirmed that 1,711 housing assistance applications have been received and verified, with 1,093 in the process, and appealed cases are being reviewed.
