Saudi Arabia issues 38,000 occupancy certificates in H1 2026, up 55%

The Ministry of Municipal and Rural Affairs and Housing in Saudi Arabia issued more than 38,000 occupancy certificates for buildings and facilities during the first half of 2026. This represents a significant increase of 55% compared to the 25,000 certificates issued in the same period the previous year. An occupancy certificate is a crucial step in the construction and urban development process, validating that a building meets all technical, regulatory, and municipal requirements before it can be used and operated as intended.

The ministry attributed the rise in certificates to several factors, including advances in municipal services, improved procedural efficiency, and the expansion of digital services for applicants. These initiatives have streamlined the application process, making it faster and more user-friendly. By confirming compliance with the Saudi Building Code, the certificate also helps ensure building safety and minimizes visual pollution by keeping construction sites free of debris.

To obtain an occupancy certificate, applicants must first choose a building permit through the Balady platform, then select an approved engineering office to handle technical aspects and submit a technical report. Following a municipal field inspection, the certificate is subsequently approved and issued electronically after the payment of the necessary fees.
