Pro-Russian group claims credit for biggest-ever hack on Norway government services after $9.2 billion pledge to Ukraine

A pro-Russian hacker group known as Server Killers claimed responsibility for the largest cyberattack in Norway's history, disrupting multiple government digital services over the past three days. The attack began on Monday and continued through Wednesday, according to Are Kvistad, spokesperson for the Norwegian Digitalization Agency (Digdir).

The agency had never previously experienced such a significant attack, stated Kvistad. The denial-of-service assault involved flooding Digdir's servers with excessive traffic to disrupt services. Despite the onslaught, Digdir ensured that most services remained operational "practically all the time." Server Killers posted about the attack on Telegram, asserting that they had declared "cyber war" on Norway following the country's renewed security cooperation with Ukraine on August 23.

The group's claim came amid Norway's pledge to provide 85 billion Norwegian crowns (9.2 billion US dollars) to Ukraine from the upcoming fiscal year, as well as further cooperation in drone technology and other modern warfare aspects. Norwegian authorities have not officially commented on Server Killers' allegation. In the wake of Russia's invasion of Ukraine in February 2022, all European nations have heightened their surveillance for potential sabotage and disinformation campaigns.

The attacks are believed to aim at undermining support for Ukraine, inciting fear and discord in European societies, and overwhelming investigative resources. In 2025, Norwegian authorities suspected Russian hackers of a dam sabotage incident, where they gained unauthorized access to regulate one of the dam's valves, increasing water flow.

Danish authorities also implicated Russia for cyberattacks on infrastructure and websites within Denmark in 2024 and 2025, linking the perpetrators to pro-Russian groups Z-Pentest and NoName057(16).
