China goes rural with data centres in quest to power AI

In China's quest to power artificial intelligence (AI) development, the country is constructing data centers in rural areas, particularly in the southwestern province of Guizhou. These data centers, unique in design but common in placement, are part of a government strategy to establish digital infrastructure for AI development in less populated, rural regions of the country.

As of 2021, China aims to nearly double its data center capacity within the next five years, with a goal of 80% of their power being drawn from renewable sources by the end of the decade. This strategy is intended to meet the growing energy demands of AI processing while also addressing the environmental concerns associated with data center construction.

The transformation of rural areas, such as Guizhou's Guian New Area, where a Huawei data center is located, has brought about increased transportation convenience, boosted trade, and created business opportunities. Local shopkeepers and residents have reported increased economic activities and job opportunities as a result of the data centers.

Despite the positive impacts on the local economy, researchers suggest that the benefits may not be as significant as initially thought. Data centers, while driving heavy investment in land and equipment, may not create a substantial spillover effect on local jobs. In Guizhou, although the province has seen an average annual GDP growth rate of 7.4% over the past decade, wage growth has been lower compared to the national average.

Additionally, Guizhou has accumulated a high debt burden, ranking 30th among Chinese provinces for its debt-to-revenue ratio and 27th for its debt-to-GDP ratio.
