A pivotal issue at the core of this transformation is trust: can organizations harness the benefits of AI without relinquishing control over their unique data, intellectual property, and institutional knowledge? This dilemma is already evident in the patterns of AI adoption. According to Microsoft's Global AI Diffusion Report for the first quarter of 2026, generative AI usage among working-age populations stands at 27.5% in the global north versus 15.4% in what the report defines as the global south, and this disparity continues to widen.
For Africa and other nations within the global majority, bridging this gap represents both an economic necessity and a unique opportunity to influence the trajectory of AI in the future. The potential is substantial. The African Development Bank estimates that, if AI is developed and deployed inclusively, it could add up to US$1 trillion in additional GDP across Africa by 2035.

Choice and openness The African Union's Continental Artificial Intelligence Strategy outlines a development-oriented African-centric vision for AI. It highlights the transformative potential of AI across various sectors such as healthcare, agriculture, finance, and education. To actualize this vision, African governments, corporations, researchers, and developers must possess meaningful choice in the development, deployment, and governance of AI.
This implies access to a diverse and interoperable ecosystem of models, allowing organizations to select the technology most suited to their specific requirements. Both governments and businesses should retain the ability to opt for frontier, open, and specialized models without being confined to a singular technological pathway.
Openness does not equate to the absence of safeguards; rather, it signifies an ecosystem where innovation can flourish across various technologies and providers, underpinned by common standards, suitable governance, and the capacity for customers to maintain control over their data and intellectual property. This platform approach is especially pertinent for Africa.
It can alleviate barriers for local developers, facilitate the adaptation of solutions to evolving community and market needs, and bolster governments and enterprises in their resilience to changing models and technologies. It also paves the way for African innovators to contribute to the AI ecosystem rather than merely consuming products created elsewhere.

Africa's AI aspirations will also hinge on partnerships capable of addressing the interconnected obstacles that impede diffusion. No single entity can provide all these foundational elements. The most effective partnerships will be those that foster enduring African capability, empowering governments and communities to independently develop, deploy, and govern AI. The US$5.5 million initiative brings together the Masakhane African Languages Hub, Microsoft's AI for Good Lab, the Gates Foundation, and Google.org to strengthen the sourcing of responsible language data and models for African languages.
The initiative encompasses 26 projects spanning over 50 African languages, dialects, and sign languages, spoken by more than 500 million people across 47 countries. AI systems that operate more effectively in the languages people use can enhance access to education, healthcare information, government services, and economic opportunities.

Microsoft's Advancing Regional Cybersecurity (ARC) Initiative in Kenya provides a tangible illustration of such a partnership. Co-developed with Kenya's National Computer and Cybercrime Coordination Committee (NC4), the initiative convened public- and private-sector stakeholders to assess national priorities, conduct a cyber crisis simulation, and develop a practical toolkit for preparedness and coordination.
