NBA Confab: NDDC boss advocates diversification of Niger Delta economy

The Niger Delta Development Commission, represented by its Managing Director Dr Samuel Ogbuku, addressed the Nigeria Bar Association’s 66th Annual General Conference in Port Harcourt on Tuesday. During the resource control discussion, Ogbuku advocated for diversifying the Niger Delta region's economy, stressing that while oil has been a boon to the nation, the region cannot indefinitely remain dependent on it.

He emphasized the necessity for stakeholders to investigate the region's future beyond oil, particularly by pinpointing areas where Niger Deltans can exert greater control. Ogbuku identified agriculture as a sector where increased investment could bolster food security, foster employment, and provide sustainable livelihoods for women and youth in the region.

Discussions around environmental remediation saw panelists questioning the processes for determining what and who gets remediated, as well as the mechanisms for verifying the success of remediation efforts. The NDDC Legal Team's representative, Paul Emerhana, revealed that the Commission is making a deliberate transition from "transaction to transformation".

This shift is propelled by institutional reforms, digitalisation, and sustainable development. He cited the NDDC's solar street-lighting projects as examples of projects with environmental, social, and developmental benefits, noting that these initiatives have reduced reliance on conventional energy sources while enhancing security.

Emerhana also highlighted the Commission's digital transformation, particularly the automation of its contract management processes, which has set a precedent in the public sector. He emphasized the Commission's investment in youth development, providing digital skills training to young people across the Niger Delta. This strategy aims to equip them with relevant digital skills, enhancing their participation in the emerging digital economy.

Additionally, the establishment of the Corporate Governance Department within the Commission was mentioned as part of institutional reforms. This department aims to strengthen governance, accountability, and the sustainability of the Commission's processes. The adoption of Environmental, Social, and Governance principles was also highlighted as crucial in ensuring that NDDC projects provide sustainable value to communities and remain beneficial post-completion.

The conference also acknowledged the contributions of the NDDC Board Chairman, Mr Chiedu Ebie, and the Managing Director, recognizing the Commission's impact on the development of the Niger Delta region.
