National Security raises alarm over rebranding of political vigilante groups

National Security Coordinator COP Osman Abdul Razak has expressed worry over political vigilante groups in Ghana altering their methods, now operating under different names and utilizing covert channels to organize. Previously, these groups openly functioned, but have lately adopted the guise of internal security teams, volunteer task forces, and community security initiatives.

Additionally, their mobilization activities have transitioned online, leveraging social media and encrypted messaging platforms. Speaking at a policy dialogue organized by Election Watch Ghana, Abdul Razak warned that despite their reduced visibility, these groups remain active and should not be mistaken for being eradicated. The Vigilantism and Related Offences Act, 2019 (Act 999), aimed at disbanding such groups, has been partially successful in reducing their open presence.

However, the evolving nature of political vigilantism demands that security agencies adapt their strategies, particularly as political mobilization increasingly occurs through digital platforms and informal networks. Abdul Razak emphasized the importance of consistently enforcing Act 999, warning that delays or selective application could weaken its deterrent effect on political violence.

He urged security agencies and stakeholders to start preparations well ahead of elections, suggesting that intelligence gathering, stakeholder engagement, and youth engagement should commence 12 to 18 months prior to polling.
