Malaysia’s governance strengths tested by weak coordination, implementation - Chandler

Malaysia's 2026 Chandler Good Government Index places the Southeast Asian nation at 40th globally and second in the ASEAN region. While Malaysia has strong performance in several areas, such as long-term vision (ranked 9th globally) and health (ranked 8th), the country lags behind in inter-agency coordination and policy implementation.

Specifically, Malaysia ranks 64th for Strong Institutions, with poor coordination (ranked 101st) and implementation (ranked 97th). The country's performance in strategic prioritization (67th) and innovation (94th) also highlight challenges in translating long-term ambitions into actionable steps. Despite these weaknesses, Malaysia has shown strong economic growth, with a 5.4% increase in the first quarter of 2026 and low unemployment at 2.9%.

The Chandler Index evaluates government capacity and effectiveness, including policy planning, financial management, coordination, and implementation. While Malaysia excels in strategic vision and adaptability, the gap between policy formulation and execution is evident, as evidenced by the poor performance in coordination and implementation.

The government faces the challenge of ensuring that its strengths translate into more consistent action, particularly in areas where overlapping responsibilities and differing procedures can create implementation fragmentation.
