Maharashtra Govt Orders Crackdown On Unauthorised Deputation, Oral Appointments In Mantralaya; Sets September 10 Deadline

Mumbai, August 25, 2026: The Maharashtra government has issued a directive to cancel the appointments made through deputation, loan basis, or oral orders in ministerial offices and Mantralaya departments. These officers and employees must be returned to their parent departments by September 10. This decision, announced through a circular from the General Administration Department (GAD) with Chief Secretary approval, aims to bolster administrative discipline, ensure transparency in manpower management, and prevent appointments that circumvent the established procedure.

Mantralaya, the highest administrative office, handles sensitive policy and administrative work. The government noted that a defined procedure exists for personnel assignments to ministers and through deputation or contractual arrangements, but instances of officials being appointed directly from outside offices without obtaining necessary approvals have been reported.

Technical personnel, such as doctors, stenographers, teachers, and engineers, may not possess adequate experience or training in Mantralaya procedures, potentially impacting the functioning of the parent and ministerial departments. The government has also ruled that retired employees from abolished or "dying" cadres should not receive extensions through contractual appointments.

All ministerial offices and departments are tasked with canceling these unauthorized appointments and ensuring affected employees return to their parent offices by September 10. Confirmation of their joining at parent departments must be submitted by September 15. Failure to report back will result in the cessation of salary payments, with a report to the Chief Secretary’s office by September 20.

Continued recurrence of such appointments could lead to disciplinary action under the Maharashtra Civil Services (Discipline and Appeal) Rules, 1979. All Mantralaya identity cards, face-recognition access, and attendance facilities will be immediately discontinued. The government further mandates adherence to the GAD procedure for appointments to ministerial offices, requiring proposals for increasing or restructuring posts to be submitted for Chief Minister approval before recruitment follows the established process.
