General Staff orders proactive response, swift recovery from natural disasters

The General Staff of the Vietnam People’s Army has issued Urgent Dispatch No. 5235/TM-TC, urging agencies and units to take proactive measures in responding to natural disasters and swiftly addressing the aftermath of heavy rain and flooding. The forecast predicts that storm Narra will move southeastward over the next day before shifting eastward at a speed of 3-5 km/h.

Coastal regions of Quang Ninh and Hai Phong are expected to face winds ranging from level 6 (39-49 km/h) to level 8 (62-74 km/h), with potential for roof damage, temporary structure collapse, tree uprooting, billboard destruction, power system disruption, and transportation hindrances.

On August 24, northeastern areas, southern Phu Tho Province, Thanh Hoa, and Nghe An experienced heavy rainfall of 20-50 mm, with some locations receiving over 120 mm. Hai Phong, Hung Yen, Ninh Binh, and Thanh Hoa recorded 40-100 mm of rainfall, with some areas surpassing 200 mm. From August 24 night to August 25 morning, coastal and delta regions of the Northern region, along with Thanh Hoa and Nghe An, are predicted to receive 20-50 mm of rain, with some spots exceeding 100 mm.

The heavy rainfall may lead to urban, industrial, and low-lying area flooding, while the storm’s circulation heightens the risk of flooding in small rivers and streams, flash floods, and mountainous landslides.

In response to the evolving weather situation, the General Staff has called upon agencies and units to strictly implement its directives and guidance from relevant General Staff agencies on heavy rain, flooding, flash floods, and landslides. They are also required to maintain duty rosters in accordance with regulations, monitor and regularly update weather developments, particularly in their area of deployment, and implement safety plans for barracks and warehouses.

Military Regions 1, 2, 3, and 4 have been directed to closely monitor weather conditions and the status of irrigation and hydraulic works in their respective territories. Following floodwaters receding, forces must swiftly deploy to aid residents in recovering from the natural disaster consequences. During operations, forces must be organized and commanded closely to ensure comprehensive safety.
