France seeks tighter limits on Ukraine’s non-EU arms procurement

France is seeking stricter controls over Ukraine's purchases of non-EU military equipment using EU funds, according to a report by Euro News on August 25. The French government aims to increase the allocation of funds to European manufacturers, particularly its own, rather than allowing a 35% maximum share for foreign suppliers.

Under the terms of a €90 billion ($105 billion) loan from the EU, non-EU and European Economic Area defense equipment can only constitute up to 35% of a country's total arms procurement budget. Ukraine may be granted exemptions if European manufacturers fail to meet production demands, provide delivery times, or offer competitive pricing.

The Ukrainian government has already requested two exemptions: one for Chinese-made drone components and another for U.S.-made Patriot interceptor missiles, which are crucial for enhancing Kyiv's air defense capabilities. Both exemptions were granted by the European Commission, acknowledging a shortage of European production capacity and continued dependency on foreign manufacturers in critical areas of modern warfare.

However, France insists that these exemptions should be temporary, hoping that in the long run, a greater proportion of the EU-backed funds will be directed towards European, and likely French, manufacturers. France boasts one of Europe's largest defense industries, producing the SAMP/T air defense system, a close European counterpart to the U.S.-made Patriot system.
