Dubai Introduces New Productivity System Powered by AI and Data Analytics

Dubai has unveiled a fresh workforce productivity system that leverages artificial intelligence (AI) and data analytics to enhance decision-making within government bodies. The Dubai Government Human Resources Department sanctioned the system as a coordinated framework through Executive Council Resolution No. 67 of 2025. The implementation of the new system has commenced across 32 government entities in Dubai.

The system establishes a connection between workforce and financial resources with government service outcomes and performance. Its development began in 2020 with a pilot program involving a restricted number of government bodies. A steering committee was subsequently established under Resolution No. 7 of 2023 to refine the system and prepare it for broader adoption. After the initiative evolved into an integrated system across Dubai Government, the committee fulfilled its duties.

The system has amassed a repository of knowledge by amassing millions of data points during its development phase. This data aids in quantifying productivity, assessing resource utilization, and informing decisions aimed at improving government services. The program also encompasses digital platforms and analytical tools fueled by machine learning and artificial intelligence. These tools empower government entities to monitor productivity metrics and analyze the interplay between resources and service outcomes.

Abdullah Ali bin Zayed Al Falasi, Director-General of the Dubai Government Human Resources Department, affirmed that the adoption of the system aligns with Dubai's objective of establishing a data-driven government.
