Beyond aid: Why humanitarian diplomacy matters for the UAE

As the 22nd Dubai International Humanitarian Aid and Development Conference and Exhibition brings together more than 21,000 participants from 165 countries, the event highlights the critical nature of humanitarian diplomacy. The conference's theme, "Humanitarianism in Transition: Shaping the Future of Humanitarian Action," addresses conflicts, climate disasters, funding gaps, emergency preparedness, and the impact of AI and new technologies.

The need for humanitarian action is growing faster than the international system's capacity to respond. The UAE, particularly Dubai, has emerged as a key player in humanitarian diplomacy, going beyond providing aid to creating the conditions for effective assistance delivery. Humanitarian diplomacy encompasses securing landing clearance for aid flights, protecting humanitarian staff, ensuring access to affected populations, and negotiating the movement of aid across borders.

The UAE has a long history of humanitarian engagement, with the establishment of the Abu Dhabi Fund for Development in 1971 and the Emirates Red Crescent in 1983. Over time, these efforts evolved into a comprehensive system encompassing emergency relief, development financing, healthcare, food security, education, and infrastructure.

The UAE's foreign assistance policy now explicitly ties aid to poverty reduction, peace promotion, and sustainable development. In 2026, the UAE pledged $550 million to support the United Nations' Global Humanitarian Overview, illustrating its commitment to a multilateral approach to humanitarian assistance. Dubai's unique position as the world's largest humanitarian hub, with its extensive infrastructure and connectivity, enables rapid deployment of supplies to crises worldwide.

This infrastructure effectively transforms Dubai into a diplomatic instrument, turning commercial connectivity into humanitarian capability. Through various crises, such as earthquakes, conflict, and natural disasters, Dubai has demonstrated its role in facilitating humanitarian aid across political divides. The UAE's recent support for Gaza, Ukraine, and Lebanon exemplifies its ability to deliver aid while navigating geopolitical challenges.

Humanitarian diplomacy is no longer an adjunct to foreign policy but a vital instrument in its own right, reflecting the UAE's strategic approach to global challenges.
