Bagbin clarifies status of Majority Leader, says formal procedure must be followed

Speaker of Parliament, Alban Bagbin, has elucidated the process for identifying the Majority Leader in Parliament, emphasizing that this individual retains their recognized status until a formal announcement via the appropriate channels is made. Addressing the House on Monday, August 24, 2026, Bagbin explained that the Standing Orders of Parliament clearly stipulate who holds the role of Majority Leader and detailed the protocol for communicating changes in leadership to the Speaker.

Bagbin clarified that the Majority Leader is a Member of Parliament chosen by the Majority Caucus to spearhead the caucus within the House. He defined the Majority Leader as “a Member of Parliament designated by the Majority Caucus as their leader in the House.” The Speaker elaborated that, in accordance with parliamentary tradition, the party’s decision regarding its parliamentary leadership is formally communicated to the Speaker through the party General Secretary. This formal communication has been the norm thus far.

The Speaker acknowledged that past disputes over the interpretation of the Majority Leader position spurred a reevaluation, leading to the current definition found within the Standing Orders. Bagbin noted that the procedural aspects of Parliament may differ from what observers might anticipate during ongoing changes or disagreements concerning the leadership of the Majority Caucus.

He affirmed that until the necessary formal communication is received and the requisite parliamentary procedures are completed, the current Majority Leader continues to hold his position.

Bagbin emphasized that the Majority Leader remains recognized in his role until such formal change is communicated and the parliamentary process is finalized. He explained that the Majority Leader’s continued presence in the House reflects this status until the party officially signals any leadership changes through the General Secretary, after which the House would proceed with its usual procedures.

This clarification comes as Parliament reconvenes from recess for a special session from August 24 to August 28, 2026, to address urgent legislative matters.
