AI가 24시간 복지·세금 민원 상담한다…정책 제안 플랫폼도 연말 선봬

The government plans to provide 24-hour welfare and tax consultation services powered by artificial intelligence to Korean citizens, with the goal of incorporating individual opinions into actual policies. In a report to the National Security Council on May 25, the Ministry of Government Legislation unveiled its "Strategy for Realizing the World's Leading Artificial Intelligence (AI) Democratic Government."

The plan aims to prioritize the provision of essential services to citizens, gather diverse opinions to influence policy, and transform the way government operates. The government will begin with five key sectors – welfare, safety, taxation, agriculture, and pharmaceuticals – offering 24-hour consultation services from this year through 2028.

The Health Insurance Review & Assessment Service's new AI-powered services will include early diagnosis of major infectious diseases, preventive advice, real-time guidance on specialized medical facilities, and more. Starting next year, tax filing assistance, deductions, and exemptions, as well as agricultural consultation services, will be available.

Services for guiding citizens to the appropriate welfare programs based on income and household composition are expected to become available in 2028. By the end of 2027, the government plans to launch a unified service integrating AI services created by each agency. During the integration process, individuals may request specific benefits, such as maternity and childbirth-related perks, without needing to navigate through multiple local government systems.

To facilitate this process, the Ministry of Government Legislation will introduce the "Everyone's Square" policy suggestion platform in December, allowing citizens to provide feedback and suggestions. The platform will utilize AI technology to summarize and analyze policy proposals and public opinions. Additionally, a dual-directional online public forum feature will be included to foster public discourse.

As part of the government's commitment to encouraging AI adoption among public officials, the "ONAI" system – a legal review and reporting draft support system – will be introduced to 47 agencies by the end of the year. The AI Government Laboratory will also be established to support public officials in directly developing services, with results uploaded to the "Public Repository" for use by all agencies and local governments.
